Becoming a RDCK water system

Many rural water systems are experiencing difficulties with sustainable and compliant operations. Reasons typically include:

  • Inadequate cost recovery
  • Aging infrastructure
  • Depleted financial reserves
  • Inadequate system maintenance
  • Loss of interest in continued operations
  • Inaccessibility of grant funding opportunities

For these reasons, owners of small water systems, and the residents that are served by them, may be interested in transferring ownership and operation of their system to the Regional District.

Once per year, owners of small water systems are invited to apply to become a RDCK service. Currently, there are several utilities awaiting consideration for conversion to the RDCK. Applicant systems have spent the last several months fulfilling the requirements outlined in the Regional Water Management Plan.

Regional Water Management Plan

In 2009 a Regional Water Management Plan was developed for the RDCK with the intent to help guide future decisions related to water system assessment, conversion and operation, better prepare the District to respond to climate change impacts, and support proactive actions when considering the current and future water needs in the RDCK. This report reflects the Board of Directors’ commitment to deliver the service to a high-quality standard, while being mindful of the effects of climate change (as it applies to both raw water sources and uses of treated water), regulatory parameters, corporate risk, sustainable operations and affordability to taxpayers. The paramount objective is and will continue to be public safety.

Along with the completion of the Plan, the RDCK board lifted a 7-year moratorium on acceptance of additional water systems.

Application Process

Interested water system owners/operators are encouraged to review the Regional Water Management Plan and Water & Sewer Acquisition Policy for details and application requirements.

At the discretion of the Board of Directors, the RDCK will accept expression of interest letters from communities who wish to initiate the acquisition process. We are not accepting letters at this time, but encourage interested communities to contact the staff members listed below for more information.
