Lister Water System

The system services 188 active connections.

Location 

The system is located in Lister, within RDCK Electoral Area B. 

Source 

The Lister water system derives source water from Lister Creek (also known as Floyd Creek), which is designated as a Community Watershed. Although the water quality from this source is generally good, as with all surface sources a strong potential exists for the springs to be contaminated by environmental influences. Users on the Lister water system have therefore been under a Boil Water Notice for several years.

System description

This system was first developed in 1929 and underwent significant upgrades in the 60s, 70s, and 80s. It was converted to a RDCK service in 1982.

Treatment

The Lister system currently has no treatment infrastructure.

Storage

Storage for the system is supplied by a dredged, unlined containment pond that was constructed in 1982. The pond is exposed to the open environment and algae growth can be a problem at certain times of the year. The capacity of the pond only marginally meets existing water demands in the area.

 

Distribution system

The system includes approximately 30 kilometres of pipe. Some of this pipe was replaced in the 1980s. Reports suggest that the remainder of the distribution network may be nearing the end of its useful life.  

Fire-fighting

Existing fire-fighting infrastructure includes three standpipes; however, the system does not meet established guidelines for fire protection.  

Significant issues

Because of the age and rudimentary nature of the system, the RDCK lacks detailed information on infrastructure specifications, water demands, and water supply. This type of information is essential to allow for carefully planned management of the system and its assets.

Plans for future upgrades

In 2009, the RDCK and the Lister Commission of Management agreed to begin the process of upgrading the water system. As part of the first stage of this process, the option of using ground water as a more secure source for the system is being investigated. The feasibility of upgrading infrastructure to meet guidelines for fire fighting is also being considered.

Governance

This system is currently owned and operated by the RDCK. The RDCK receives community-specific advice and policy guidance from the Lister Commission of Management.
